Chapter 105

After that fantastic breakfast, Charles kicked Theo and David out. We had agreed to meet them at 11:30 to go out to lunch on our way to the governor’s office. Once the door between our apartments was shut, Charles gave a playful growl and pounced on me, pulling me close.

“Let’s see how much of the list we can get through in the next hour and a half. That should give us just enough time to shower and get dressed before we leave for lunch.”

“Since when has sex become a challenge?” I asked.

Charles laughed. “You were never a teenage boy. It’s always been a challenge.”

“I resent that,” I said.

He laughed and pulled me next to him, slowly unbuttoning the top two buttons of my dress. “It’s not as bad as it sounds,” he reassured me. “See, it starts as a challenge trying to get a girl to pay attention to you. Then, trying to get a girl to go on a date with you. And trying to get a girl to let you touch something, or trying to get a girl to let you kiss her.”

He kissed all the way down my neck, across my collarbones, and down into the valley of my cleavage. “You make me feel like a boy again in so many different ways. And I promise you, nearly everything on that list I whispered earlier is stuff I’ve never tried with anyone. So we’re back to the challenge. What will she let me do?”

“Definitely not the third item on the list,” I said.

He lifted his face from between my breasts and gave me a wicked grin. I could see where this was going already. I squeaked and ran for the bedroom. What he wanted to do as the third item definitely didn’t happen in there.

So maybe if I could get him in there, we could just have regular sex. He took this as a challenge, though, and raced across the apartment after me, snagging me around the waist and swinging me up and over his shoulder.

He took me out onto our balcony and sat me down in one of the wicker chairs, arranging me on his lap. Charles flipped my skirt out over the top of him, covering us both.

“No, no,” I protested quietly. “The railing is glass. Everyone can see us.”

He snickered and looked down at his waist, where I was sitting on his lap. “They can’t see a thing.”

He reached up underneath my skirt, gently rubbing between my legs. I tried to start going away, but he clamped me down harder with his free arm.

Good gracious, he was strong.

Then, with more amazing skills, he somehow managed to undo his zipper. And with a small shift, was pressed against my leg, hard and ready.

“You are seriously an exhibitionist,” I hissed. “All of these apartments overlook the courtyard. Anyone in the courtyard can see up on all of the balconies. There’s no privacy.”

“And we’re not doing anything that’s indecent.” He kissed the back of my neck. “At least not that anyone can see.”

Keeping his hands deliberately low so that they didn’t get anywhere near my breasts, he wriggled until his shaft lay between my folds. With small motions, he started rocking, rubbing himself along my slit.

My brain argued that this was even worse than all the things we’d done before. I could hear children down in the moon park playing.

“You’re horrible,” I whispered to him, though it came out with far more desperation than scolding.

He chuckled and reached his hand around over the top of my thigh, underneath my skirt, and fingered me from the front while he continued to slide along my wet folds. Though, he hadn’t pushed himself up inside.

“You don’t seem to be in a hurry to run away,” he pointed out. “Considering the fact that if you get up, I’m the only one left exposed.”

His fingers worked around the sensitive rises and fall between my legs, probing each silken petal of my womanhood. I sighed and leaned back against his chest, tipping my head back so it rested on his shoulder and working on controlling my breathing.

“You swear we look like we’re doing nothing but snuggling?” I asked.

“I can’t help how other people perceive us. But we definitely don’t look like we’re doing anything completely indecent.” He sighed into my neck. “I’ll be honest. I wanted to take you out here and lean you over the rail like I leaned you over the table in the living room, but that would definitely be noticeable.”

He continued to work with his fingers, rubbing along me as I grew more and more excited. His whole body stiffened with effort to hold back, and yet he kept himself outside my body. As his hands sped up, my hips started to move in time with the rhythm, and he gripped me with the arm across my waist again.

“Stop wiggling, or you’ll be obvious,” he ordered.

He kept going until I was shaking with the effort of holding myself back, not wanting to move around in an obvious manner or cry out in some way that would alert the people frolicking down below to what we were up to.

Then, without warning, he shifted the work of his hands, placing himself back inside his pants and zipped himself up. He helped me stand without exposing myself from under my skirt.

“I think we should go back inside and start at the top of the list,” he said.

I turned and made a face at him. “You are an absolute monster,” I breathed, my breath choking on my desire. “I am so hot right now.”

“I know,” he said, grinning impatiently. “And that is what’s going to let me accomplish the rest of my list with you.”

I growled and stomped into the house, knowing full well that I wasn’t going to stop him.


My nerves ramped up when we pulled into a parking space in the garage at the capitol building. Theo and David followed Charles and me all the way to our meeting at the governor’s office. All the departments in the building were carefully arranged by floor. And the menu in the lobby was easy enough to follow.

From there, people clearly expected us, and we were greeted courteously at every turn. It was such a different experience from our meeting with Governor Kruck that my head spun. There, I’d felt like a criminal. Here, it just felt like a business meeting, which admittedly is what it should have felt like to begin with. Maybe we’d just had one bad experience. I crossed my fingers, trying to get myself to trust that idea.

When we reached the outer offices where Governor Allen worked, we were greeted by a secretary at a central desk. She stood and pointed us down a hallway.

“Greetings,” she said cheerfully. “The governor will be meeting with you in conference room number two. It’s just down that hall there on the left, if you’ll please see yourselves down. I believe, as we speak, Governor Allen is gathering up the paperwork to meet you.”
