Introduction

Chloe

The seventh time I checked my phone, the rain had already soaked through the hem of my dress.

It wasn't even a real wedding dress—just a white cotton sundress I'd bought on clearance at T.J. Maxx two summers ago, the only thing in my closet that could pass for bridal if you squinted hard enough and didn't look at the fraying stitching near the zipper. I'd ironed it twice that morning, standing in the narrow kitchen of my apartment with Noah eating cereal behind me, and he'd said, without looking up from his bowl, "You look like you're trying too hard." He was ten. He was usually right.

Forty-three minutes late. The stone steps of Lumina City Hall were slick with November rain, and the cold had worked its way through my flats and into the bones of my feet, settling there like it planned to stay. I stood under the portico near the east column, close enough to the door that I could see couples coming and going—an older pair with matching scarves, a young woman in a red coat clutching a bouquet of bodega roses, a man in a rumpled suit who kept checking his watch the same way I kept checking mine. Everyone had someone. Everyone was going inside.

Liam's name lit up the screen and my thumb hit answer before the first ring finished.

"Chloe." His voice was steady. Rehearsed. The way he sounded when he practiced presentations for his project management seminars—measured, calm, every pause in the right place. "I've been thinking about this for a while, and I can't sign that paper."

My mouth opened. Nothing came out.

"Your grandfather's medical bills are going up every single day," he continued, and I could hear the faint hum of a car engine behind him—he was already driving somewhere, already gone. "Those relatives of his have sent a third lawyer's letter. I looked into it, Chloe. If I sign that marriage certificate, I'm legally on the hook for all of it. The ICU bills, the probate fight, the—"

"Liam—"

"And Noah's ten years old. I'm twenty-five. I didn't sign up to be an instant father to a kid who isn't mine, dealing with CPS home visits and custody paperwork and—"

"Liam, just listen to me for one—"

"I already moved out. Key's under the doormat." A pause. Then, softer, like he was offering a consolation prize: "I'm sorry, Chloe. I really am. But we should break up."

The line went dead.

I called back. He declined. I called again. Declined. The third time, it rang five times and went to voicemail—that generic robotic voice, not even his own recording, like he'd already wiped himself from his own phone. The fourth time, straight to voicemail. No rings at all.

I stared at the screen. His contact name still read "Fiancé ♥" with that stupid heart emoji I'd added three years ago, back when we'd talked about hypothetical weddings over cheap Thai food and he'd said he wanted to elope because big ceremonies stressed him out. I pressed edit. Deleted the heart. Deleted "Fiancé." Typed "Ex." Pressed save.

My knees wanted to buckle. I crouched down on the wet stone and pretended to adjust my shoe strap, pressing my teeth into my lower lip until I tasted copper. People were walking past—a security guard near the metal detectors, a woman with a stroller, someone's grandmother in a floral hat. I couldn't fall apart here. Not on these steps. Not with my mascara already running and my dress clinging to my shins like a cold second skin.

I forced the math into my head because math didn't cry. Grandpa Henry was in the ICU at St. Mary's Mercy General, and the last time he'd been conscious enough to squeeze my hand, he'd whispered, "Just let me see you settled, sweetheart, that's all I need." His heart rate had been forty-six. The bill from last week alone was eleven thousand dollars, and that was after the charity discount. The Grant family lawyers—Derek Grant and his vultures—had already filed to freeze the testamentary trust in probate court, arguing that adopted grandchildren had no standing to inherit. And CPS was coming Monday. Third visit. The social worker had made it very clear during the second one: "We need to see evidence of a stable two-parent household, Ms. Brennan, or we'll have to explore alternative placement options for Noah."

Alternative placement. Foster care. They wanted to take my brother.

I stood up. Wiped my palms on my dress. Took one breath, then another, pulling the cold air in until my chest ached with it.

Crying wouldn't fix this. Liam wouldn't fix this. I needed a marriage certificate. Today. And the man I'd spent five years trusting to show up had just told me, in his calm project-management voice, that my family was too expensive to love.

I was halfway down the steps, heading nowhere, running on adrenaline and spite, when I heard the voice.

It came from the side entrance, past the handicap ramp, where a row of limestone columns created a narrow alcove mostly hidden from the main plaza. A man's voice—low, controlled, but vibrating with the kind of fury that bends metal. The words carried through the rain in sharp fragments.

"Tell your board the arrangement is dead. She wants to run? Fine. But she doesn't get to turn me into a punchline—those paparazzi were her doing, weren't they?" A beat of silence, then colder, quieter: "I don't care how you handle the stock price. That's your problem now."

I should have kept walking. I had my own catastrophe to manage, my own life caving in, and whatever this stranger was dealing with behind that column was none of my business. But something in the texture of his anger stopped me—not the volume of it, not the words, but the thing underneath. The raw edge of someone who'd just been publicly humiliated and was holding himself together through sheer force of will.

I knew that sound. I'd been making it for the last four minutes.

He stepped partially into view as he shoved his phone into his jacket pocket—tall, dark-haired, wearing a charcoal suit that fit too well to be off the rack, though the left shoulder was darkened with rain and the collar was damp. His jaw was set so tight I could see the muscle jumping beneath the skin, and his knuckles were white around the phone he'd just pocketed, like he was resisting the urge to hurl it into the street.

He noticed me watching. His eyes snapped to mine—gray, sharp, instantly suspicious—and I watched him scan me the way you'd scan a perimeter: threat assessment, not curiosity.

"Seen enough?" The words came out flat. Dismissive. A wall going up in real time.

I didn't move. Some reckless part of my brain—the part that wasn't busy calculating ICU costs and CPS timelines—had already started assembling a terrible, beautiful, completely insane idea, and it needed more information before it could talk me out of itself.

"Were you here to register?" I asked. "Marriage license?"

Two seconds of silence. His eyes narrowed, recalculating. Then a short, bitter laugh that didn't reach his face. "Yeah. Bride had other plans, apparently."

"Funny." The word tasted like ash. "My groom did too."

We looked at each other. The rain came down between us in thin silver lines, drumming against the limestone, pooling in the cracks of the old steps. Somewhere inside the building, a clerk was probably filing someone else's happily-ever-after into a manila folder.

Two people. Both ditched. Both still standing on the steps of a building designed to make things official.

The idea finished assembling itself. It was reckless and desperate and possibly the worst decision I'd ever make, but I was out of good decisions—Liam had taken the last one with him when he drove away.

"Do you have somewhere to be right now?" I asked.

He raised one eyebrow. "Why?"

I took a breath. Then I said it the way I'd pitch a wholesale account to a new supplier—clear, direct, no room for sentiment to muddy the numbers.

"I need a marriage certificate. Today. My grandfather is in the ICU at St. Mary's, and he might not make it through the month—his only wish is to know I'm not alone. My brother is ten. CPS is coming for their third home visit on Monday, and if I can't prove I have a stable family unit, they will put him in foster care." I paused, watching his expression shift from suspicion to something harder to name—not pity, not interest, but a kind of sharp attention, like I'd said something that snagged on a hook he hadn't known was there. "You just got stood up. I just got stood up. We're both already at City Hall with our paperwork. So I'm asking—would you marry me?"
